Merces mangroves area set for drone survey after HC's nudge

Panaji: A drone survey of the entire mangrove area of Merces contiguous with NH 66 between Panaji and Bambolim will be carried out, govt told the high court on Wednesday.

The drone survey will be conducted on Sep 20 and 23 by the designated task force, govt said to the HC. Many areas are waterlogged and a physical survey is not possible in all the survey numbers, so the drone survey will be undertaken.

Last month, the division bench of the HC comprising justices M S Karnik and Valmiki Menezes observed “large-scale degradation and destruction of mangrove forests, khazan lands, salt pans and paddy fields.” The court then constituted a task force to conduct a detailed survey and mapping of the area.

During the hearing on Wednesday, the HC directed the task force to continue with its survey of the entire area but to immediately inspect the mud filling/road construction in the mangroves and to stop such work. The HC said the authorities must ensure that no further destruction of the mangroves occurs. It also asked the task force to find out who was responsible for the mud filling.

The HC was told a bund has been widened by dumping excess mud and the PWD has not built this road.

The HC said it was strange that a proposed road, now being built, was shown on the Regional Plan through the mangroves. The HC said it was not possible for the road to come up without the comunidade being aware of it.

The HC also directed the removal of a temporary shed built by the PWD in the area and the restoration of the land to its original state.

The HC asked what govt is doing to protect the mangroves in the area. Govt told the HC that data from the Regional Plan, the Coastal Zone Management Plan, and the survey department’s maps are being superimposed for study. The drone survey is an additional measure, govt said.
