India is set to launch the second phase of its recruitment drive to send skilled construction workers to Israel as Pune will host the second nationwide recruitment drive for Indian construction workers heading to Israel, starting on September 16.The initiative comes in response to Israel’s call for an additional 10,000 skilled construction workers and 5,000 certified caregivers. The recruitment procedure is part of a growing relationship between India and Israel to address Israel's workforce shortages in infrastructure and healthcare.

The recruitment process is guided by a G2G agreement signed in November 2023. The upcoming drive will concentrate on specialised building trades including framing, iron bending, plastering, and ceramic tiling. A team from Israel’s Population, Immigration, and Border Authority (PIBA) will oversee the selection process, conducting skill tests to assess candidates. This effort follows Israel’s decision to suspend the work permits of many Palestinian labourers in the wake of the Hamas attack on 7 October 2023, which led to the deaths of over 1,200 Israelis. The resulting labour gap prompted Israel to seek skilled workers from alternative sources, including India. In addition to the G2G pathway, Israel has also recruited Indian workers through a business-to-business (B2B) scheme facilitated by private agencies. Both recruitment channels have been managed in cooperation with India’s National Skill Development Corporation (NSDC) and the Ministry of External Affairs.
