School education in the National Capital Region (NCR) is expensive, but the cost varies sharply across states, shows the latest Comprehensive Education Survey (CSE) released by the Union Ministry of Statistics and Programme implementation.
Parents in urban Haryana, led by Gurgaon with its cluster of international schools, spend the most—an average of ₹37,148 per student annually. This is nearly double what parents in Delhi (₹20,411) and in Noida, Ghaziabad and other NCR cities of Uttar Pradesh (₹19,795) spend.
The data reflects an overall average across school types, but several top-tier private institutions in NCR charge up to ₹3 lakh annually.
Of the average ₹37,148 that urban Haryana families spend, course fee accounts for ₹24,838, followed by Delhi at ₹12,974 and UP at ₹12,243. Course fee covers admission, tuition, examination, development and other compulsory charges. Transportation is another major head—₹5,256 in urban Haryana, compared with ₹3,210 in Delhi and ₹2,077 in UP. Other costs include stationery and uniforms.
Spending across levels
The survey highlights stark contrasts at different stages of schooling.
Pre-primary: Urban Haryana families spend ₹22,740 annually, more on boys (₹25,183) than girls (₹20,297). Delhi’s urban average is ₹25,526, while UP spends ₹16,938. Notably, Delhi’s rural families spend nearly double on girls (₹25,276) compared to boys (₹13,036).
Primary: Urban Haryana spends ₹32,040 (₹34,193 on boys, ₹28,569 on girls), against Delhi’s ₹18,740 and UP’s ₹15,974. Including rural areas, the averages are ₹23,429 for Haryana, ₹18,077 for Delhi and ₹8,727 for UP.
Middle (classes V–VIII): Haryana’s urban spend jumps to ₹45,171, with girls’ education costing ₹49,937 versus boys’ ₹40,584. Delhi spends far less at ₹15,537, and UP averages ₹19,052. Haryana’s overall average (₹29,983) is nearly three times UP’s (₹10,459).
Secondary: Parents in urban Haryana spend ₹40,401 per student, compared with Delhi’s ₹27,120 and UP’s ₹25,254.
The findings underline the uneven cost of schooling across NCR. In Haryana, especially Gurgaon, high fees in elite schools push up averages. Delhi and UP parents also face rising costs but benefit from cheaper alternatives, including Delhi’s extensive government school system.
The annual survey, covering 57,742 students across 2,384 villages and 1,982 urban blocks, included government, private, and aided schools with fees ranging from ₹15,000 to ₹4 lakh annually. In total, data was collected from 2.21 lakh individuals, including 1.26 lakh in rural and 95,538 in urban centres.
