Exceptions are made for residents with Makkah-issued residency permits or official work authorizations. Security checkpoints have been established to enforce this regulation, and violators will be turned back. These measures are part of Saudi Arabia's efforts to maintain the sanctity of the Hajj pilgrimage and ensure the well-being of all participants.
