All these rules, which will come into effect in July 2025, are being brought to make the system more trackable and secure. But their effect will be directly on common people and small and big businesses.
From July 1, 2025, many important financial rules are going to change in India, which will affect everyone from the common man to business. These include aspects like UPI payment, PAN card application, Tatkal train ticket booking, GST return, and HDFC Bank credit card. The government and institutions want to make the processes more transparent and technically secure by implementing these rules.
New rule of UPI chargeback
Till now, if the chargeback claim on any transaction was rejected, then the bank had to get that case processed again by taking permission from the National Payment Corporation of India (NPCI). But according to the new rule announced on 20 June 2025, banks can now reprocess the correct chargeback claims themselves, for this they will not have to wait for the approval of NPCI. This will provide a faster and more effective solution to consumers.
Aadhaar mandatory for making a new PAN card
Now if any person wants to get a new PAN card, then he will have to have an Aadhaar card. Till now any valid identity card and birth certificate used to work, but CBDT (Central Board of Direct Taxes) has made Aadhaar verification mandatory from 1 July 2025. Its purpose is to prevent fake identity and fraud.
OTP and Aadhaar required in Tatkal ticket booking
If you book Tatkal ticket in train, then now this process will be slightly different. From 1 July 2025, Aadhaar verification will be necessary to book Tatkal ticket on IRCTC website and mobile app. At the same time, from 15 July 2025, OTP will also have to be entered while booking Tatkal ticket, whether you book online or from a PRS counter.
In addition, authorized ticket agents will no longer be able to book Tatkal tickets for the first 30 minutes of the opening of the booking window. This restriction will be from 10:00 am to 10:30 am for AC class tickets. For non-AC tickets, this restriction will be from 11:00 am to 11:30 am.
Strict rules in GST returns too
GST Network (GSTN) has announced that GSTR-3B form cannot be edited from July 2025. Apart from this, now no taxpayer will be able to file a backdated GST return after three years. This rule will apply to many return forms like GSTR-1, GSTR-3B, GSTR-4, GSTR-5, GSTR-5A, GSTR-6, GSTR-7, GSTR-8 and GSTR-9. The purpose of this change is to promote the habit of filing returns on time.
Big news for HDFC Bank credit card users
From July 1, many new charges and reward policy changes are being made for HDFC Bank credit card holders. Now, if your expenses exceed 10,000 in a month, then an additional 1 percent fee will be charged.
Apart from this, 1 percent fee will also be charged on utility bills above 50,000, online gaming above 10,000, fuel expenses above 15,000 and third party payments related to education or rent.
The maximum limit of all these charges has been fixed at 4,999 per month. Along with this, now no reward points will be available on online skill-based gaming and a limit has been imposed on reward points received on insurance payments.
